HIV testing policies and guidelines in the EU members States will be mapped. Practices and barriers with regard to HIV testing and counseling will be identified. For this survey will be implemented in 5 example countries: Finland, Belgium, Portugal, Poland and Estonia. A theoretical framework and a model to improve the effectiveness of HIV testing and counseling will be elaborated. The expected outcome: a situation analysis of HIV testing and counselling in EU countries as reference material for ECDC advice activity to Member State.
