This study analzes how local governments take decisions on the way they provide public services: inernally or externally with other public actors, or contracting out to profit or non-profit

organizations.WE explain these decisions using a management-based model of Hefetz & Warner (2011) and expand it with politico-administrative variables, using a survey and case studies in Flemish local governments.
