Scientific evaluation is crucial at every stage of the policy cycle: ex ante, ex nunc and ex post. Not only can a scientific evaluation support policy preparation, but it also enables policy makers to adjust policy implementation where necessary and to be accountable for policy choices made.
This note focuses on the Flow Plan as a project. An ex nunc scientific evaluation of the Flow Plan must provide information, insights and recommendations to substantiate and motivate decisions regarding the continuation and possible adjustment of the plan.
