Project description

This project examines the importance of ‘discourse’ and ‘ideas’ in the (changing) role of the Council and European Council in EU climate and energy policymaking, since 2007. It assesses whether and how the role of the Council and European Council has changed, and tests the explanatory value of discursive institutionalism, using mixed quantitative and qualitative methods.
