Despite the increasing externalisation of EU cybersecurity policy and its narrative of a ‘force for good’ and promoter of a rules-based order, there is limited understanding of the EU's international cooperation on cybersecurity. This research project aims to fill this gap by investigating the impact of EU cyber capacity-building initiatives on cybersecurity resilience and development in developing countries.
