This research aimed at conceptualizing and measuring the societal recognition or ‘civil effect’ of the Flemish integration program for newcomers. A comparative international literature review and a series of in-depth interviews were used to explore the concept, good practices and potential pitfalls for future policy, followed by a survey to measure the civil effect of the current integration program.
