Following the Antwerp Drug and Alcohol Monitor developed in 2007, from the City Conference Drugs Antwerpen (SODA), the need for relevant and reliable information about the drug use of some young people in the city of Antwerp. The first performance of the Antwerp Monitor Youth Alcohol and Drugs took place in 2009. This second edition builds on this. This monitoring system will meet a need for reliable and relevant data on a local level with a view to evidence-based local drug policy. Objective Through the monitoring system is intended to systematically, continuously collecting long-term data and information relating to intoxicants and dependency problems. Here the monitor focuses on the user which is (at least partly) be hidden for existing registration systems of the police, criminal justice and treatment. The insiders perspective is central: the monitor will determine what features to use and the problems, needs and requirements of drug users. Thus data is provided to estimate the prevalence of use and problematic use of substances on the local level. These data make it possible to identify current trends and developments, to describe relationships between usage patterns and use of (or need) assistance and to identify risk groups and risk factors. If the monitor is performed at regular intervals, this can produce comparable information on specific target groups over time. Thus, an evidence-based local policy of prevention, harm reduction, care and safety inspired permanently. A permanent monitor also allows the monitoring of the effectiveness and an analysis of the (un) intended effects of earlier policy decisions at the local level increases. In the second embodiment of the AMJAD, trends and developments occurring or possibly occurring in Antwerp. On the one hand we focus on trends of drug use and its broader context. On the other hand can be verified, the intended and unintended effects of policy decisions.
