Project description

A common view is that government funded research is key for achieving success in solving the sustainable development goals. This has motivated multi-billion euro EU programs for SDG research. We have recently shown the strong time-variation and concentration in the share-of-budget for each SDG. The objective of this research project is to examine the causes of the SDG budget allocation, to identify the effects on scientific output and to propose and test methods that improve the SDG research budget allocation. This project takes a comprehensive view by matching project applications with funding decisions and outcomes. We propose the tools to estimate the implied scientific impact information per SDG and to test the significance of the impact of the evaluation committee on the SDG allocation. We also evaluate the gains of coordination across panels by proposing a constrained rearrangement program that uses the combined information to improve the long term scientific output of the SDG funding decisions.
