Scholars and practitioners have concluded that institutional reform is unsustainable without social norms to back it up. This project examines the area of EU cooperation  with a third state targeting the interaction of social norms most directly: culture. It unpacks the what, the how and the why of culture in EU relations with Ukraine, which is an challenging case for theoretical and empirical exploration.
