The proposed study's overall objective is the identification of the responsibilities of the different actors - both public and private (legal) persons, including supervisory bodies and control instanties- regarding the organization of events in and around football stadiums, more will be specifically identified any safety, prevention and inspection obligations are imposed on the actors (especially in relation to infrastructure requirements, evacuation and emergency plans). Also, it will be investigated how the respective hereby civil and criminal liability is arranged. Here when it is important to examine where the liability of everyone starts and ends from a legal standpoint.
