The objectives of the research are three-fold:
1) Descriptive: Describe clearly and comprehensively how care and support for persons with disabilities is organized in a number of Scandinavian countries and how it is embedded in a wider sector of well-being and social protection.
2) Comparative: Make a critical comparison of the care and support policy in the Scandinavian countries with the care and support policy in Flanders, taking into account new developments of this policy in Flanders. This should specifically focus on similarities and differences, and the advantages and disadvantages of the different systems, taking into account the specific situation and context in the Scandinavian countries versus Flanders. Attention is also paid to the macro-budgetary context.
3) Policy recommendations: If appropriate, provide concrete elements and policies inspired by the Scandinavian model and with attention to the preconditions that must be filled in to enable a translation to the Flemish situation. Formulate policy recommendations regarding further adjustment and optimization of the Flemish care and support policy in order to bring it closer to the quality standards and benefits of the Scandinavian care and support policy, if applicable.
